The LC-400 was originally added to the list of planned designs after the Harbinger Crisis, in order to provide Calypso Law Enforcement with more powerful weapons, should such an event take place again. The carbine was designed to be useful against powerful enemies in urban areas, not taking cost into consideration. However, field tests quickly showed that the energy drain was far too high for the weapon to be useful during a crisis. As a result, EWE removed some of the built-in damage amplifiers and replaced them with weaker, far more energy efficient versions.
